We are pleased to announce that Jonathan Sellstrom has joined WestWater Research as a Senior Associate in our Texas office, where he supports water market analysis, transaction advisory, and consulting services for clients navigating the state’s complex water markets.
Jonathan brings exceptional expertise in water infrastructure finance and public sector credit analysis to our team. Most recently, he served as Risk Manager for the U.S. Environmental Protection Agency’s Water Infrastructure Finance and Innovation Act (WIFIA) Program, where he conducted credit analysis on billions of dollars in water and wastewater infrastructure financing for communities nationwide. Prior to the EPA, Jonathan spent six years at Fitch Ratings analyzing municipal bonds and revenue-supported debt structures, developing deep knowledge of utility rate studies, revenue forecasting, and the financial frameworks that underpin water service delivery. His experience also includes service with the Peace Corps in Ukraine, where he worked as a Community Development Advisor partnering with local administrations to strengthen community systems and promote collaborative engagement between government and residents.

His unique combination of federal program experience, credit market expertise, and dedication to public service positions him to provide comprehensive support to clients—from municipalities and utilities to investors and developers—as they evaluate water rights transactions and navigate strategic water resource decisions in Texas and beyond.
Jonathan holds a Master of Accounting from St. Edward’s University and a B.S. in Business Administration and Music Business from Southern Nazarene University.
