Justin Bowen

Waterlitix Associate

Justin Bowen is a Waterlitix Associate at WestWater Research, based in Fort Collins, Colorado. He specializes in managing the Waterlitix platform and database, and conducting research and analysis on water markets, water right valuation, and regional water supply.

Justin joined WestWater in 2025 after completing his Ph.D. in Hydrologic Sciences at the University of Wyoming. His doctoral research focused on water supply and demand modeling and decision support systems across both small and large watershed systems. He worked primarily in two irrigated headwater watersheds in Wyoming, where he developed web-based tools to help local agencies evaluate management strategies for water scarcity and competing uses.

Justin holds a Ph.D. in Hydrologic Sciences from the University of Wyoming and a B.S. in Geology from Northern Arizona University.
