Leah Martinsson is an experienced professional in both water law and policy. As a consultant, Leah provides strategic guidance to promote sustainable water policy by working collaboratively with policymakers, decision-makers, and water stakeholders.

Previously, she served as the Executive Director of the Texas Alliance of Groundwater Districts. During her five-year tenure in that role, she provided the organization with strategic direction and leadership, developed expert knowledge of Texas groundwater policy, managed overall activities, and served as the primary point of contact on all things groundwater for the membership, the legislature, state agencies, and related organizations across Texas.

Leah has served on various appointed commissions, boards, and committees over the years and currently serves on the City of Austin’s Water Forward Task Force. She is an attorney licensed to practice law in Colorado, where she represented clients in all aspects of water law for more than 16 years before relocating to Texas.
