Elliott Miller is an Associate at WestWater Research, based in Fort Collins, Colorado. Elliott joined WestWater in 2024 after working in Land Development Engineering for three years, bringing experience in municipal code review, development analysis, hydraulic modeling, and plan review. Since joining WestWater, Elliott has honed his expertise in municipal development strategy, water demand modeling, strategic asset management plans, strategic acquisition, and region-specific supply studies.
During his time at WestWater, Elliott has worked with municipalities, government entities, and private stakeholders across the state on a range of projects. He has worked in conjunction with the Town of Evans, Fort Collins-Loveland Water District, and the Town of Firestone to model demand for municipal growth and provide support on strategic water acquisition efforts, totaling upwards of 25 million dollars. Elliott’s work with private sector clients includes asset management planning and transaction advisory for family offices, real estate conglomerates, and construction companies to optimize the acquisition, retention, use, and divestment of multi-million dollar water right portfolios throughout the South Platte and Poudre River basins.
Elliott earned his bachelor’s degree in Environmental Engineering from the University of Alabama, focusing on Water Resource Management. He then completed an MBA with a concentration in Corporate Sustainability from Colorado State University’s Impact MBA program. During his Capstone Fellowship, he conducted a comprehensive water resources inventory for Ball Corporation’s sustainability team, developed an internal framework for their water management plan, and provided financial and risk analysis for water use at each plant.
