J. Paul Oxer

Senior Advisor

J. Paul has over 50 years of experience in industry, private practice, and government including board leadership, corporate management, international project development and finance, engineering design, systems analysis, marketing, corporate lobbying, and government affairs. He has worked throughout the US, as well as in Europe, Southeast Asia and South America. Specific projects and engagements have included financial and operational evaluation of utilities, large portfolio energy management, site development and construction management, development of innovative agricultural and wastewater irrigation systems, advanced tertiary wastewater treatment, water supply and water resources management, and gas-fired and renewable (wind, solar, geothermal) energy development. J. Paul currently provides transaction management and project development for investment in sustainable infrastructure, mergers and acquisitions, post-acquisition integration, and recovery of distressed projects, as well as operations advice and support to corporate management.

J. Paul is a 1973 graduate of Georgia Tech’s School of Civil Engineering, and an Emeritus Member of the School’s External Advisory Board after serving in its leadership, 2000-2011. He has served on advisory boards and taught at universities throughout the southeastern US; has been widely published in a variety of technical and management journals; is board certified by the American Academy of Environmental Engineers and Scientists; is a member of the American Society of Civil Engineers; is a member emeritus of the American Society of Agricultural and Biological Engineers; and is a licensed Professional Engineer. From 1990-2001 he advised the US Trade Representative and the US Dept. of Commerce on professional aspects of international trade policy. In 2011 he was appointed by Gov. Rick Perry to chair the Governing Board of the Texas Department of Housing and Community Affairs through 2017.
