WestWater Research is pleased to announce the addition of J. Paul Oxer as a Senior Advisor, supporting our continued expansion in Texas. With over 50 years of experience across industry, government, and private practice, J. Paul brings deep expertise in infrastructure development, utility management, and sustainable investment.
His career includes leadership in corporate management, international project development and finance, engineering design, and advanced water and energy systems. He has contributed to major initiatives across the United States and globally—including in Europe, Southeast Asia, and South America—focused on water resources, agricultural irrigation, wastewater treatment, and renewable energy development.

Paul brings a wealth of experience to our team, particularly relevant to our work in Texas,” said Chris Smith, Chief Operating Officer at WestWater Research. “He has been deeply involved in the Texas market and has significant expertise in water utilities, having worked on numerous projects that integrate water management with power development. His time at Enron’s water business provided him with valuable insights into the complexities of water utility operations. J. Paul is a 1973 graduate of Georgia Tech’s School of Civil Engineering and served in leadership on the School’s External Advisory Board from 2000 to 2011. He is board certified by the American Academy of Environmental Engineers and Scientists and is a member of both the American Society of Civil Engineers and the American Society of Agricultural and Biological Engineers.
WestWater has been actively involved in the Texas water market since 2015, providing water valuation, water resource planning, transaction advisory, and water supply project due diligence for key water assets in the state. As the importance of the Texas water market continues to grow, WestWater is committed to deepening its involvement in the region and is excited to expand its presence and impact.
