WestWater Research is pleased to announce that Jack Carpenter has rejoined the firm as an Associate, based in our Fort Collins, Colorado office.
Jack first joined WestWater in 2023 after completing a Master of Environmental Management with a concentration in water resources management at Duke University. He spent a brief period back in North Carolina in 2026 before returning to the team this year.
Jack brings experience in economics and natural resource management, working with public and private sector clients across the water sector. His public sector work has included valuations for nonprofit water right acquisitions, municipal water supply assessment and planning, and support for strategic water right acquisition efforts. On the private side, he has provided strategic support for water development projects, asset management planning and advisory services, and transaction advisory for family offices, real estate developers, extractive industries, and private capital.
“We are thrilled to welcome Jack back to WestWater,” said Brett Bovee, Intermountain Regional Director at WestWater Research. “He made a strong contribution during his first tenure with the firm and returns with even broader experience. Colorado and the surrounding region are an important growth area for us, and Jack will be a valuable part of that effort.”
Carpenter said he is glad to be back. “I’m excited to rejoin the WestWater team,” said Carpenter. “The firm does important work at the intersection of water, economics, and policy, and I’m looking forward to working with these colleagues and our clients again.”
Jack also holds a B.S. in Marine Biology from UC San Diego and is deeply interested in the sustainable management of rivers, streams, and oceans for the benefit of people and the planet. Away from work, he hikes, bikes, and skis in Colorado’s mountains. He is usually accompanied, in the office and elsewhere, by his dog Teddy.
