Jesse Jankowski

Senior Associate

Jesse Jankowski is a Senior Associate based in our Rocky Mountain Office. Jesse has 13 years of experience in water resources management, water rights policy, modeling of complex water systems, and geospatial information analysis.  His expertise includes development of hydrologic and water allocation models, forecasting water supply and demand, and drought planning and response. Jesse has advised policymakers on regulatory changes, acted as a subject matter expert in development of large data systems, evaluated applications and compliance for water rights of all sizes, and has a history of leading technical teams at the nexus of water law, resource development, and modeling.

Prior to joining WestWater, Jesse served as a Senior Engineer in the California State Water Resources Control Board’s Division of Water Rights, where he led critical projects developing water accounting models, improving water rights database systems, and supporting regulation implementation through public outreach. His graduate research focused on remote sensing of consumptive water use from farms in California’s Sacramento-San Joaquin Delta. As an Assistant Engineer with Natural Resources Consulting Engineers, he also supported negotiations and quantifications of tribal water rights, water supply development, demand master planning, and irrigation system mapping and design.

Jesse holds a M.S. in Water Resource Engineering from the University of California, Davis and is a licensed professional engineer in California.
